I shall want an additional man to keep the numerous books which will be necessary and I consider 3rd. Grade suggested none too high.

I have put down the 2 Sanitary Inspectors to be temporarily transferred at the maximum as I am not aware what they are at present drawing nor indeed who is coming. I cannot say I am in favour of Sanitary Inspector for responsible work of the kind with many temptations attached. I should be glad therefore if their transfer could be regarded only as a temporary measure pending engagement of permanent men. I do not consider we can get thoroughly reliable nen under the scale I have put in.
